goal: use dispatcher to deploy all operators to unload "truck" queue when boxes arrive.
problem: operators are loading all boxes and not their limit of 1.
ok, well after getting stuck on this for 2 hours yesterday i fixed it by setting a resource to the operator group and acquiring the resource before loading.
