I cant return the educational license

Hello, when i try to return the license this error comes up. Please help

Operations error: 7466 The return of the fulfillment is denied by the return policy because max return exceeded. [Incident# 5195-5411952803]

yes, i am aware that the educational license cant be transfered but in this case i would like to activate a new license. Can I activate another license if the educational one is still in the programme or do I have to remove it first? And if i have to return the educational, how can I do it?

@Sofia , if your question was the one you made as an answer, then you should've asked that first. Yes, you can activate the new license without returning the previous one.
