I have a model where I am simulating trucks moving between two factories. I am using a dispatcher center connected to a queue with 20 trucks. The trucks travel loaded correctly (multiple trucks at a time) from the origin to the destination on the GIS map, but only one truck at a time will return to the origin unloaded.
It's hard to diagnose anything with seeing the model.
How are the trucks prompted to return? Only by other pending transport tasks? In which case, are there actually multiple such tasks?
Or have you implemented other logic (for example in the trucks' On Resource Available trigger) that should have them travel back but doesn't work correctly?
