Person doesn't go into elevator bank from the mandatory path. But by commenting out the mandatory path code lines, a person walks freely on the A-star levels and uses the lift.

Task executers that are forced to use mandatory paths are strictly only allowed to travel distances in any direction when there's a mandatory path they can use, so that's why your operator can't change floors using an elevator bank.
However, if you use preferred paths instead, you obtain the behavior you wanted without being limited that way. I attach a copy of your model using preferred paths: mandatory-paths-and-elevator-bank.fsm
