Combiner item movement control

Hi.

I want to control the number of item packages in the combiner.
The conditions are
- The combiner starts by loading up to four (Type 1 only) items.
- If the next item to come in is Type 2 while the combiner is loaded with 3 or less items, the item in the combiner is immediately started.

I want to make these conditions, what are the ways?

Up to 12 attachments (including images) can be used with a maximum of 23.8 MiB each and 47.7 MiB total.

@kimsh. This is not a job of a combiner! You can look for and evaluate the opportunistic combiner. Or you start with a Process Flow Processor template.
